Who Registers Fertilizer in Your Country — You, Not the Chinese Factory

Published 2026-10-18

Where a market requires fertilizer registration, the certificate is held by a legal entity inside the importing country. Here is how the three common arrangements work, what a factory can supply for the dossier, and what no factory can do for you.

The registrant is always a local legal entity

When a buyer asks whether we can register the product in their market, the honest answer is no — and this is not a limitation of one supplier. Fertilizer registration, where a country requires it, is granted to an entity established in that country and answerable under its law. A factory outside that jurisdiction cannot hold the certificate, act as legal representative, or sign on the buyer's behalf.

This matters at the quotation stage. Two buyers can order the same specification and face completely different routes to market, because one already holds a registration for that product type while the other has to start from zero.

Three arrangements buyers actually use

In practice, registration is handled in one of three ways:

  • The importer holds the registration. The importing company files in its own name and becomes the registrant. This is the most common route for distributors who intend to build a brand in the market.
  • A local agent or consultant files on the importer's behalf. The agent knows the competent authority, the dossier format and the fee structure; the certificate is still issued to a local entity, usually the importer.
  • The brand owner holds the registration, with the importer as importer of record. This is typical of private-label programmes where the buyer owns the brand and wants control of the registration.

What a factory can supply for the dossier

A supplier cannot register, but most of the technical file is assembled from documents the factory already holds. Ask for them early, and ask for the format the local authority accepts.

  • Product composition and guaranteed analysis, matching the specification on the label
  • Certificate of analysis for the production batch, together with the test methods used
  • Technical data sheet and safety data sheet, in the buyer's language where possible
  • A description of the manufacturing route, which some authorities request when the product is a blend or a coated granule
  • Samples for local trial or laboratory verification, shipped under the buyer's instructions
  • Plant information and support letters for factory registration or listing, where the destination requires the manufacturing site itself to be approved

What no factory can do for you

A supplier outside your country cannot hold a local registration, cannot be your legal representative, and cannot guarantee an approval date. A supplier who promises a registration certificate in your country is either describing a different service or overstating what they control.

Requirements also change. A dossier accepted two years ago may need updating, and a product that was exempt may become regulated. Confirm the current requirement with the competent authority in your market before committing to a shipment schedule.

A checklist before you place the order

The sequence below keeps the registration question from surfacing after the goods are ready:

  • Confirm whether your product and package size need registration at all
  • Identify the competent authority and ask for the current dossier checklist in writing
  • Check whether the manufacturing site itself must be registered or listed, separately from the product
  • Decide who will be the registrant, and confirm that the entity can act as importer of record
  • Request the technical documents before the order, not after
  • Plan the label in parallel — registration and label approval are usually separate steps

The question that tells you the most

If you are still comparing suppliers, the useful question is not whether they can register the product, but which documents they can provide, in which language, and how quickly. The answer tells you how much of the dossier you can complete without waiting on anyone else.
